The Challenge
Goshen, the county seat of Elkhart County, experienced the largest decline in employment of any county in Indiana during the 2007-2009 Recession. How to retain and attract industrial and manufacturing jobs was at the forefront of this initiative.
The Process
Goshen was one of only 23 recipients of a grant from the EPA nationwide given to examine a holistic planning approach to brownfield redevelopment that integrated market-based planning, community engagement, environmental remediation, and partnerships between regulatory and funding agencies.
The Outcomes
The final Plan integrated transportation improvements, brownfield clean-up and residential/commercial development opportunities together centered around a new 9th Street Greenway Multi-Modal Train used to catalyze the various redevelopment projects within the Corridor.
The 9th Street Greenway Trail project is currently under design and additional brownfield properties are being assessed for reuse.
