The Challenge

The challenge here was how best to use a triangular site located at the Northeast corner of 4th Avenue & 12th Street in Downtown Moline that included the historic O’Rourke Building, a former Sear’s warehouse, and was also constrained by the Mississippi River.


The Process

A collaborative public planning process that identified a community vision for the location and centered around how best to redevelop the former Sears warehouse and railroad depot blocks with limited horizontal space.  The consensus was reached that public infrastructure improvements, like a new rail station with its respective services would have more impact potential than the historic structure.  Additionally, the new rail station would act as a stabilizing anchor for a new Transit-Enhanced Buinsess District within the historic downtown.


The Outcomes

The City is in the process of working with private developers to build a downtown hotel adjacent to a new Railroad Station along the west edge of downtown Moline.
